Abstract

The enhancement of Civil Servants' (ASN) service capacity is a key element in supporting the success of national bureaucratic reform. This reform aims to create a more professional, transparent, and accountable bureaucracy by developing a high work ethic, integrity, and the ability to serve the community optimally. In this context, enhancing ASN capacity includes mapping qualifications, competencies, and performance, enabling the government to align human resources with public service needs. Through strategies such as organizational restructuring, merit-based selection and promotion systems, and sustainable human resource development, the bureaucratic reform program strives to establish ASN with integrity and free from political interference.This effort involves organizational audits, competency mapping,
training, and human resource redistribution as an integrated approach to addressing public service challenges. Furthermore, the implementation of policies that support neutrality, performance evaluation, and the empowerment of ASN with appropriate technical skills and ethics are essential steps in achieving high standards of public service. With a roadmap for enhancing ASN service capacity, it is hoped that bureaucratic reform can be more effective in achieving government strategic goals, including improving community welfare through responsive, clean, and dignified services.
